About this position : To deliver on our strategic ambition, IDB Invest reorganized its structure into the Regions Department (RGS) and, in partnership with the ICT Department, to manage relationships with national governments, supervise delivery units, and lead upstream pipeline development. The Andean Region Division (RGS / RAN) of the Regions Department is looking for a Regional [Lead / Senior] Officer (Upstream / Pre-investment) to support governments and private sector stakeholders in conceiving and launching initiatives that boost private sector participation, strengthen state-owned enterprises, unlock enabling measures for private investments, and incubate high-impact opportunities at country, industry or client level.

What you’ll do

• Advance regional pre-investment activities and help the Regional Managing Director develop a strong pipeline by assessing opportunities and anticipating market trends.
• Identify and deploy pre-investment and advisory initiatives with ICT industry specialists and other teams to improve conditions for future projects and build a bankable pipeline.
• Identify and promote public-sector enabling measures that unlock private sector investments.
• Align regional actions with corporate strategy and track upstream opportunities, identifying strategic partnerships and finance interventions.
• Develop and maintain key public and private sector relationships to support IDB Invest visibility at the country level.
• Support regional and country leadership in private sector missions, investors’ roundtables, and high-level forums.
• Assist country representatives in programming processes to incorporate upstream opportunities into country dialogue and public-private synergies.
• Provide synthesized intelligence on country / market trends and regional dynamics to support decision-making through local knowledge and data analytics.
• Drive strategic initiatives and escalate risks or bottlenecks hindering regional execution.
• Contribute to achieving business objectives defined by the Regional Managing Director and operational targets in the region.

What you’ll need

Education : Master’s degree in economics, finance, business, law, engineering, or other relevant field.

Experience : At least 6 years of progressive experience in project development, structuring and lending to private sector clients; experience engaging with private sector clients, governments, and other stakeholders.

Languages : Proficiency in Spanish and English, spoken and written, is required.

Staff : National staff contract, 36 months initially, renewable upon mutual agreement.
