Global Green Growth Institute (GGGI), a treaty-based international organization supporting inclusive and sustainable economic growth in developing countries, is seeking a Public Policy Specialist to support its Biodiversity Conservation project in Peru.

Project Background
The ABCPA program is a two‑year technical assistance initiative implemented by GGGI in partnership with Peru’s Ministry of Environment, Ministry of Economy and Finance, and other relevant public entities. It is supported by the Amazon Regional Fund (ARF), part of the UK PACT initiative, and aims to strengthen Peru’s National Biodiversity Strategy by promoting innovative financial mechanisms for biodiversity conservation.
Objectives of the Assignment
Develop a detailed inventory of national and sub‑national environmental economic mechanisms related to biodiversity conservation.Identify opportunities for innovation, improvement, and scaling of these mechanisms.Prepare a technical proposal for redesigning prioritized mechanisms to align with national biodiversity goals and existing public policies.Support the Ministry of Environment in integrating biodiversity conservation into relevant frameworks and design a habitat bank mechanism.Key Deliverables
National Inventory Report of Environmental Economic Mechanisms.Analysis Report of opportunities and improvement areas.Prioritization Report based on impact potential.Technical Proposal for mechanism redesign.Monthly progress reports (in Spanish) submitted to the Project Manager.Scope of Work
Activities include :
Systematic review of technical documents, policies, and agreements at national and sub‑national levels.Analysis of mechanism performance on effectiveness, efficiency, environmental impact, and biodiversity contributions.Comparative study of international best practices and existing frameworks.Prioritization of mechanisms using objective criteria.Development of concrete optimization proposals, including regulatory, institutional, and operational adjustments.Reporting Arrangements
Report directly to the Project Manager at GGGI and the Ministry of Environment.All reports reviewed by the GGGI Project Manager and must receive final approval from MINAM before payment.Reports submitted in Spanish on a monthly basis.Expertise Required
Peruvian citizen or foreign national with a valid work permit in Lima.Professional degree in administration, economics, finance, environmental sustainability, or related fields; advanced studies in environmental economics or biodiversity finance are preferred.5–8 years of experience in green finance technical studies or in designing and implementing innovative economic instruments for environmental management or biodiversity conservation.Minimum five years of specific experience analyzing environmental economic instruments in the Peruvian context.Knowledge of public policy, regulatory frameworks, and legislation related to biodiversity and environmental management.Experience mobilizing financial resources for biodiversity conservation and applying international frameworks such as the Kunming‑Montreal Global Biodiversity Framework.Strong skills in technical report preparation, public policy proposal drafting, and coordination with public and private entities.Skills
Excellent communication and interpersonal skills.Ability to work effectively with multidisciplinary groups.Negotiation, promotion, and conflict resolution skills.Fluency in Spanish.Administrative Information
