DEPUTY CHIEF HUMAN RESOURCES OFFICER
FRTXX (School Support Administrator, Executive Management, 0513)
Responsible for oversight, management, and support of the Human Resources (HR) Division functions, operations, programs, and staff. Provides leadership and guidance to the division staff and stakeholders to support policies, goals, and activities; develop and implement programs to create an inclusionary workforce and support District initiatives.
Primary Duties / Responsibilities
- Provides strategic leadership in anticipating and developing appropriate and innovative responses to future needs and challenges regarding the District’s workforce
- Leads implementation of the District’s personnel strategy plan for a five to ten-year period, including translating business strategies into HR strategies utilizing data, demographics, and qualitative inputs
- Reviews analysis of internal and external environments in efforts to identify factors leading to negative impacts to find ways to prevent their occurrence or limit their effects
- Co-leads the HR Division leadership team to ensure that there is a comprehensive and systematic approach to employee development, systems of rewards and accountabilities, hiring practices and processes, and compensation management to support the business strategy
- Implements accepted principles of workforce planning and development to ensure effective learning and a favorable return on investment in District people and programs
- Monitors HR teams in the areas of customer service, support to schools, and in anticipating immediate, mid-term, and long-term HR needs
- Plays a key role in the identification and implementation of technologies and processes that support and drive the organization’s strategic objectives
- Supports the Chief Human Resources Officer in developing and implementing effective HR strategies that evolve with the organization’s changing needs
Continue Primary Duties / Responsibilities
Provides general supervision to subordinate administrators and managers engaged in :Recruitment, selection, classification, examination, certification, contracting, processing assignment, salary administration, employee relations, employee records, and performance evaluation administration for certificated employeesTeacher development, support, training, and certification programs in conjunction with local colleges and universitiesTeacher and administrator recruitment and retention programsAnalysis and evaluation of proposed legislation concerning recruitment, selection, assignment, certification, classification, compensation, and related human resources functionsManages the performance and growth and development of staffParticipates in developing and maintenance of the budget and approves expendituresDevelops, reviews, and monitors implementation of HR policies and procedures; and interpreting such policies and procedures to the Superintendent, the Board of Education, District employees, and the communityConfers with the Office of Labor Relations and labor partners to plan collective bargaining to ensure the District applies, interprets, and implements collective bargaining agreementsFacilitates the integration and coordination of HR Division services with other organizational units within the District to promote cohesive and effective operationsEvaluates the performance of subordinate personnelPerforms related duties as assignedSalary
FRTXX, (School Support Administrator, Executive Management, 0513) – A Basis ($232,768) – 261 paid days
In the case of an annualized employee who is changing basis during the year, this change may result in an annualized “settlement” (i.e., the process by which the District resolves an under or overpayment).For employees who change basis during the school year, this basis change may prevent them from earning a full year of service credit.Selected individual may be subject to displacement due to norm allocation and seniority-based RIF provisions or due to budget limitations.This position is deemed certificated under Education Code Section 44065, but may not qualify for "creditable service" under Education Code Section 22119.5 for CalSTRS benefits. However, if the candidate chosen for the position is already a CalSTRS member, he / she can fill out an election form to remain in CalSTRS and thereby obtain CalSTRS credit for this service.Minimum Requirements
Permanent certificated employee of the Los Angeles Unified School DistrictAt least ten (10) years of successful, full-time public school service in a certificated position(s), with no fewer than five (5) years of which must have been in a position(s) requiring the Administrative Services CredentialA valid California Administrative Services CredentialAn earned master’s degree or advanced degree of at least equivalent standard conferred by a regionally-accredited college or universityCompletion of required Multicultural Education and Master Plan courseworkApplicants have one year to complete this requirement.NOTE : All minimum requirements must be met on or before the filing deadline. Employees who have been issued a below standard Performance Evaluation, or Notice of Unsatisfactory Act(s) and / or Suspension shall be ineligible for application to any promotion process for one calendar year following the issuance of such a Notice.

Successful school-site principal experienceLeadership experience working with school and District-level administrators and groups to solve significant District-wide educational and / or organizational challengesKnowledge of District policies and procedures, goals and objectives, organizational structure and functions, and negotiated contractsKnowledge of federal, state, and local legislation as it applies to human resources policies, rules, and regulationsKnowledge of Education Code, Title 5 of the California Administrative Code, the Government Code, and Board RulesKnowledge of accepted principles of adult learning in the process of workforce planning and developmentKnowledge of effective administrative and managerial practices and ability to implement themContinue Desirable Experience / Qualifications
