Banyan Global is recruiting an Evaluation and Assessment Lead for the anticipated USAID / Peru Program Cycle and Monitoring, Evaluation, Collaboration and Learning Support Activity. The activity will provide technical support and services across the program cycle for Peru's bilateral and South America Regional portfolios, as well as USAID Missions in South America. Activity services will include support for effective planning, robust design, performance reporting, conducting special studies, data quality assessments, collaborating, learning, and adapting, and knowledge management to strengthen USAID’s program cycle systems and enhance the capacity of local and regional entities to improve the use of evidence for programming, learning, and adaptive management. The Evaluation and Assessment Lead will oversee evaluations, assessments, and other studies relevant to USAID programming in Peru, Brazil, Paraguay, and elsewhere in the region. The successful candidate will have both technical expertise in quantitative and qualitative methodologies, strong management skills to oversee the timely completion of high-quality evaluations, and strong collaborative and management skills to effectively lead diverse teams and stakeholders. The position is full-time, based in Lima, and contingent on funding.

Responsibilities

  • Oversee the design, implementation, and dissemination of high-quality external evaluations, including impact, performance, or whole-of-project evaluations for USAID / Peru, USAID / South American Regional Mission, USAID / Brazil, and USAID / Paraguay projects.
  • Oversee or directly lead the development of evaluation methodologies, participatory data collection methods, protocols, and data quality verification techniques.
  • Work closely with USAID, implementing partners, and other stakeholders to develop evaluation and research scopes of work and designs, share evaluation information, and support its uptake and use through strategic learning processes.
  • Oversee the production and dissemination of clear, accessible reports and other strategic communications products on evaluation findings for multiple audiences, including organizing events to present and promote uptake of findings and recommendations.
  • Develop and implement action plans based on evaluation recommendations.
  • Provide evaluation technical assistance to USAID, implementing partners, and partner organizations.
  • Draft scopes of work and supervise consultants and subcontractors to ensure the quality and timely delivery of all evaluation reports, assessments, surveys, and studies.
  • Contribute to the continuous improvement of evaluation practices by leveraging and integrating best practices and tools available in the USAID Evaluation Toolkit and other relevant resources.
  • Other related duties as assigned.

Qualifications

Requirements

  • Master’s degree or higher in a relevant field such as Evaluation, Statistics, Social Sciences, or International Development.
  • Proven experience in designing and conducting impact and performance evaluations, preferably in an international development context.
  • Familiarity with USAID’s Evaluation Policy, ADS 201, and other relevant guidelines and principles.
  • Strong skills in both quantitative and qualitative analysis, including the ability to design and implement baseline studies, surveys, and statistical analyses.
  • Demonstrated ability to facilitate stakeholder collaboration and manage diverse teams in a cross-cultural environment.
  • Excellent written and verbal communication skills in Spanish and English.
  • Strong organizational and project management skills, with the ability to handle multiple tasks under tight deadlines.
  • Familiarity with various data analysis software and tools, and the ability to adapt to new technologies and methodologies as required.
  • Experience in development programming related to alternative development, government, and / or climate resilience preferred.
