Position Overview

The HR & Administration Manager will oversee the full spectrum of HR and administrative operations for the PVC manufacturing and product sales site in Lima, Peru. This includes talent acquisition, labor relations, compliance, training, and facility management. The role prefers candidates with bilingual proficiency in both English and Chinese to coordinate with both local teams and headquarters in China.

Key Responsibilities :

1. HR Strategy & Operations

  • Develop and implement HR policies tailored to PVC manufacturing and sales operations.
  • Manage recruitment, onboarding, payroll, benefits, and performance reviews.
  • Lead training programs for factory and sales staff, including safety and compliance.
  • Handle labor relations and ensure compliance with Peruvian labor laws.

2. Administration & Facility Management

  • Oversee office and factory administration, including security, transportation, and housing for expats.
  • Ensure workplace health, safety, and environmental standards are met.
  • Manage cleaning, and logistics support for factory operations.

    • 3. Compliance & External Relations

  • Ensure HR and admin practices comply with local laws and Group policies.
  • Manage work visa and permit processes for expatriates.
  • Liaise with government agencies and local authorities.

    • 4. Coordination & Reporting

  • Act as a bridge between HQ and local teams for smooth communication.
  • Prepare monthly HR reports and ESG documentation for HQ.

    • Requirements :

  • Bachelor’s degree in Human Resources, Administration, or related field.
  • Minimum 5 years of HR and admin experience in a manufacturing or industrial setting.
  • Familiarity with PVC industry practices and labor compliance.
  • Excellent communication, leadership, and organizational skills.
  • Bilingual proficiency in English and Chinese (Mandarin) would be an advantage.
  • Occasional business travel is required.
